Any compressor using a refrigerator type pump would be among the quietest you can get among compressors.
Like this one:
http://www.hansa-airbrush.de/english/kompressor_09.html
The decanted paint will last for just as long as regular bottle-paint if you take care of the jars and put more thinners in when they start to get thick. Also, check that the jars are tight.
If your daughter has asthma you might want to get a paint booth or extractor if you donīt already have one. The fumes and small particles flying around when airbrushing can be a lot more irritating or dangerous to sensitized people like for example asthmatics, than they would to someone without any respiratory problems.
Just a thought...
Hope this helps you out, so that you know what to look for!
Cheers!

Hi guiwee.
I agree with Emil. A compressor using a refrigerator type pump is the best choice because is very quietest.
But, see this article (http://www.fabianomoreira.com.br/review_detalhe.asp?P=13) about how to build a compressor with a nebulizer in my website. I am working in a english version of the website, if you want i can send to you the article translate to english.

If its absolute quiet you need consider using a CO2 tank. I outfitted myself one for about 150 US$. Since there is no compressor, only compressed gas, there is no noise at all.
Other advantages include no moisture problems in the line and a very consistent and precise flow rate, but they tend to be much heavier than a simple hobby-sized compressor which can be problematic if you're lugging it up and down stairs.
I've had mine for 15 years and have never had any problems with it, so I'll say they are very reliable.

The type posted by Das Auto is similar to the one I use. It's so quiet, that the air coming out of the airbrush is louder than the actual compressor. I have sprayed kits at one o'clock in the morning whilst people were asleep in the next room and not even disturbed them.

I bought a CO2 tank after we had our daughter. Wife complained my iwata smartjet was making too much noise(it's actually quieter than our bathroom fan). I have a 20lb tank, have to refill it once a year @ $15 each time. Nothing is quieter.

Stupid question, but where does one get a CO2 tank filled? Is there anything special you need to do with the tank to use it with an airbrush? I'm looking for a quiet solution, but it doesn't need to be silent. I have a neighbor downstairs who sleeps odd hours, so something which doesn't vibrate much is really important.

You can get it filled at places that sell welding supplies, medical gases or beverage supplies(kegs, etc). You need a CO2 tank, a regulator and a coupler to connect the air hose.
