2003 Tahoe need help

Brother in laws Tahoe has a problem. When he removes the key, he can take the transmission out of park. Does not even need to step on the brake just comes right our of gear. When Tahoe is running, he has to step on the brake to remove for park. Any ideas why this is?

when running/ignition ON , you must step on brake to get the shift selector to move...


with the ignition key removed the shift selector should be locked ...it is most likely a stuck solenoid in the steering column..
