What is a Solar Radiation Sensor? Where is it? What does it do, except keeping the Blend Door Actuator from working?

It is located on the passenger side of the dashboard. It detects the amount of sunlight hitting the interior of the car (atleast through the windshield) and the EATC uses input from this sensor to determine optimal A/C setting in the sunlight. If it's reading open circuit than it sounds like you may have disconnected when replacing the actuator and missed reconnecting it.

I have replaced the Blend Door Actuator. I have cleared the 051 code. BUT, I now have no steering. The wheel just turns. HELP!

There is no relation between the blend door actuator and the steering wheel.
Did you loosen the dash components/steering wheel and forget to tighten something down? You should remove the front of the steering wheel, remove the air bag, and tighten the steering down to spec. I don't have the specs off hand but it is important to tighten down to spec or else it will not steer correctly.

How do I get the horn cover off without setting the airbag off?

Remove the negative battery cable and wait atleast 10 minutes before proceeding when working with the airbag system.
