95 S10 pickup no 2nd to 3rd shift when cold

I have a 1995 S10 pickup with a V-6 and automatic transmission. Truck starting to not upshift from 2nd to 3rd gear when the transmission is cold or if you accelerate hard even when warm. Once warm truck will shift normally as long as you don't accelerate hard. Any way to tell if the 2-3 shift solenoid is bad before it is replaced and where might it be exactly?

All solenoids will be inside transmission on valve body.
But
Before throwing parts at it get it on a good transmission capable scanner and see what is going on.
Post back any bad shift data and slippage readings.
And post back any or all codes.

I own an Actron scanner and a code reader both of which won't talk to the truck which is neither OBD I or II compliant. I know of no way to pull codes from the vehicle without specialty tools which I can't afford. BTW, I just replaced the 2-3 shift solenoid and this did nothing to correct or change the problem. It still did not shift until warm.

If you do not have the scanner and can not borrow rent or by one find a repair shop that does.
That will be cheaper than throwing parts at it.
Tips on finding a good repair shop.
Check around Ask around
Word of mouth.
Family friends coworkers neighbors business people and delivery people.
Mailmen and parcel delivery people get around and notice a lot of stuff.
Even a good parts house knows what shops are good and not good.
Chamber of commerce and better business bureau and city hall.
If you find a good referral to a repair shop go look them over and talk to them.
Look for a clean looking busy place with nice people running it.
Ask a few questions and ask about their qualifications and training.
Not all places have trained tech/mechanics.
If they do not find a place that does.
Even all dealers do not have all trained techs/mechanics.
