Will this work well for a novice to intermediate mechanically included owner of a 98 toyota camry??

It should do the job for you very well. I find that the abilities to both erase codes and capture freeze frame data, and pending codes are useful.

Having the unit be battery powered can be useful if you want to take the unit off the car and still access the retrieved data.

I have an Actron unit and it works fine.
