92 C1500 electrical issue.

I am working on a 92 Chevy 1500 2WD 4.3L, it has a few issues:
a). The headlight switch gets hot and even smoked 1 time.
b). When the wipers are on they will go off on their own and back on again.
c). Radio does not work.

I know there is an electrical issue under the dash, their are quite a few wires grounding out (somewhere) I tested the fuse block with my POWER PROBE III and all but 3 fuses are getting ground, the other 3 have power like they should. I removed the electrical tape from the wiring from the firewall to the fuseblock and nothing wrong there, so it has to be up under the dash.
Any Ideas/Suggestions?

For the wipers sounds like the circuit board is bad...

For the headlights did you replace the burnt switch with a new one???

No I did not replace the switch, i will but the switch is not the problem the wiring is grounding out somewhere, I don't want to waste money by putting in a new switch and burning it up. I am 99% positive that the Headlight switch and turn signal switch is not the problem, I need to find the bad wiring before I replace the switch, I do plan on replacing the heaadlight switch but not until I find the bad wiring.
