Engine Light

When my engine light come on. Both of my fans come on at the same time. When I stop at a traffic light, the engine light goes off and both of the fans turn off. When I pull back off the engine light come back on and both of the fans come back on. Whats the PROBLEM!!!!

should be between 13.5 -14.5 volts with engine running.
