Won't boost past 10psi

I have a '92 Stealth tt, with a hallman pro rx boost controller with the 15 psi spring in it, and I have it screwed the whole way towards max boost, then backed off about a half turn, so it should be at just about 14.5psi. I also have a greddy rs bov, and of course an aftermarket boost gauge.. For some reason, the car will not boost past 10, maybe 11 psi.. I have checked all of the lines going to and from the boost controller and they are all connected well, I've also adjusted the bov in case it was opening early and bleeding off boost, but thats not done anything either.. Any ideas would be appreciated.. Thanks.

Time to do some pressure testing. Sounds like you have a boost leak.

I had a similar issue with my stock 9B's.

When I replaced them I found the cause.

the black crud is all burnt and caked on oil.
