1994 4.3 v6 egr??

Should an EGR valve hold vacuum when a pump is connected to the vacuum line on the top of the EGR when the vehicle is not running? The solenoid holds vacuum but the EGR doesn't hold at all. It has been running rough and has hesitation problems and once in a while I get code 32. Could an exhaust leak cause this? The spring bolts are rusted on the Y pipe and there is a gap and exhaust leak there, but that has been that way for a long time. The rough running seems to have just gotten real bad. It started out running rough only until it warmed up, and now it is all the time. If i floor it, it seems to run a little smoother until the rpms drop. Thanks!
