AE86 Headlights

Does any one have an idea how to fix this problem,when I turn on the headlights on they flip up but the low beams wont work. The parking lights and brights work fine but the blue warning light in the dash stays on. I have replaced the headlights, headlight relay under the hood, and checked all fuses, am I missing something?

I cant find any wiring info but we put an old volt meter in the socket and turned the lights on and the needle peged on all the settings. It is getting power but no lights?
