89 Dakota High intermittent Idle

Hello
I'm new here I recently purchased an 89 dakota 5 speed with a 3.9. The problem is sometimes when I start it up it creeps up to 2200 rpm and wont go back down after warm up. Other times it starts and runs/Idles fine. I have replaced the Idle adjusting motor already my next best guess is the computer. Any input would be appreciated.Thanks
Just checked codes it gives code 25 Automatic Idle Speed (AIS) motor driver circuit shorted or target idle not reached, vacuum leak found. I am 99 percent sure there is no vacuum leak.
