Help 93 Impreza won't turn off with the Key

Help!! I have a friend with a 93 Impreza and the car starts when you turn the key but when you turn the key to the off position the car keeps running!! We had to pull one of the fuses in order to get it to stop running. Any help would be greatly appreciated.
