Does anyone know if I need to remove the fuel rail on the drivers side to remove the COPs?

Nope. The coils can be removed from under the rails.

what he said, worked on my brothers 99 350, had to replace a coil, just take out the bolt and it turns right out from under it, not hard at all :)
