idle valve fault

hello,
my 1998 323i started sputtering yesterday and the check engine light popped on along with the atc light...will not go above 45mph now
mechanic said it is the idle valve fault
cost $525...pretty steep seems to me
can anyone help?
what is this idle valve do? and why so expensive?
