ignition advance on 80 z-28

Anyone got the low down on smogger z28 timing issues with the computer controlled Q-jet motor. It has novac can and is controlled by the puter. I cant get it to move when the engine revs, it just stays at intial 8deg. An I missing something? or just ignorant? Thanks.
