88 crx hf engine timing

I am trying to adjust engine timing, however the distributer does not have enough travel room for adjustment. Also, when I install jumper wire there is no change in timing either. Is it all in the timing belt adjustment or can the problem be a sensor like the map or crank angle. Any help is appreciated, thanks in advance.
