94 Cougar Won't start. Horn Sounds.

I have a 94 Cougar XR7. When I turn the key to start it the horn sounds and that is it. It does not try to turn over at all. Any Ideas on what is wrong? It has keyless entry and remote entry.

Maybe a problem with security system??
