Year make and model?
Tilt wheel?
Is it up and down /sideways?
Or just play steering the steering wheel?

Does it have a Air bag in there?

You have to take it all of the way apart and special steerng heel puller and tilt release tools and star socket required.

A good repair manual should lead you threw it.
