Are you sure its connected in the right spot? Alot of people make the mistake of connecting it on the backside of the HCV, it should be on the front. If all is well your control head inside the cab is malfunctioning, Do you have the Dial style or the push button?

I was looking at my electronic vaccum pump and it seems to be vibrating alot and its not pulling much vaccum do you think it could be that. I have the push button style ac control panel

Not likely, most of the time the vacuum pump either works or it dosent. if HCV is hooked up, and right, theres not much else besides control head that will cause it to blow on defrost only, maybe a sticking blend door, but ive not seen many problems with the blend doors in superdutys

Vacuum leak or not hooked up right like fordtrucksonly said.
Usually when it's stuck in defrost mode like you said it is, that's the first thing I look for......
