Racing chips? Real Deal?

I've often heard of chips that can significantly increase horsepower for everything from civics to diesel F-350's. I was looking at some for my 2001 RS. I came across this one, PCD Performance Chip Stage 1. http://www.performancechipsdirect.com/Mitsubishi/Eclipse/
$69.99 seems pretty cheap for this type of upgrade. Is this thing the real deal? The web site seems pretty legite. If not, what chips are the real thing and what are the cheapest ones?
