I am vietnamese so I should be able to help you out. "Nho em qua" means "I miss you a lot" or if you translate it directly, it means "I miss you too much"

"Phuong oi" is hard to explain. Phuong is a common Vietnamese name and "oi" just an expression.

So basically, it means "I miss you a lot Phoung."

Hope that helped.
