I normally don't paint them, but I botched some detail on one yesterday, so I plan on spraying it white. (Jagermeister Alfa Romeo)
Depending on the rim, you can often get good results brushing as well. I brushed all the gold sections on the Porsche 911 GT1 to very good (IMO) results.

These wheels were done the same way; Spray TS17 Aluminum, then brushpaint the spokes w/ X10 Gunmetal.

For race cars I spray paint.
For road cars, up until now, I kept the chrome plating as provided in the kit. However, with the one that I'm working on now, the plating came off in some spots (Fujimi), so I put the wheels in oven cleaner and after 2 minutes the chrome platng was gone  all that was left was just regular plastic. After thourough cleaning, I'll spray them black enamel and finish with Alclad II Chrome. Expect to see pictures in the next couple of weeks. ;)

If the rims is Chrome and I want a chrome lip, I paint with a brush.
If I just want one single color i Spray them.

Spraying is the smoothest way to do it, but sometimes I brush. Like when i just want the center painted or something like that I just brush it on in thin layers.

Depending on the rims design.
Would not be practical to brush paint so many spokes at a time.
Mostly spraypaint, fast, effective and not time consuming.

Both!
Spraypaint the basic colour, then detail with a brush. Finally add a bit of a wash if needed.
