New guy! Seat belt light on intermitently (sp?)

Hi I'm new to the forum so a little background before my question:

My name is Matt and I drive a 1982 Volkswagen Rabbit diesel. The car was given to me as a back up for my currently under construction car. The rabbit has 151,000 miles is a 5 speed, 5 door with an oil leak. When i start it, the battery light and oil light comes on, the oil light goes out after a few seconds and usually after I rev the engine to drive the battery light goes out.

The problem is the seat belt warning light fades in and out seemingly on it's own. I have tried turning various things on and off, changing engine speed and such but the light seems to not be effected by any of it. I have been able to drive for miles on the freeway without the light coming on and other times the light will be on the entire drive home (11 miles).

Any ideas?
