front differential

I have a 94 4x4 laredo and i'm experiencing some issues. i see theres a rubber drain tube that comes out the back of the pumkin and flows into the front area. well i noticed some vibration around 65-70 mph and some whining. i saw that the mentioned drain tube had milky looking fluid flowing out of it constantly causing a puddle where ever i go. I'm currently changing the fluid in the differetial, but what can cause this?

some how a water got into the front diff either from four wheeling or a bad seal drain all your fluid and check your seal if the seal is bad redo it and swap the fluid out it should be good after that but check to see if there is any damage to the gears before going threw all of that and you might want to check other fluids like tranny and transfer case and rear diff to keep from any damage
