Question H4 HID Questions

I am looking at a different headlight setup. I am looking at this choice as one of my options. >> 7"x6" EURO CRYSTAL HEADLIGHTS WITH ARTIC WHITE H4 HID EFFECT LIGHT BULBS
(FOR 79-01 JEEP CHEROKEE) This set-up would replace my sealed bulb.
I am also thinking going with a PIAA sealed beam.
I own a 99 Jeep Cherokee. These aftermarket items are found on ebay. I ask for more info, but I am told they can not answer all my questions.
I want to know if I need any additional wiring or ballasts/relys ect..? I also want to know if this is a safe option to use? I noticed some kits were plain kits with no high beam. Some kits had both. Some kits are H4 and some had other light names and numbers which I could not match with at Sylvania's web site. Can anyone help me or give advice to this type of product or info on using H4 bulbs.

i have a 91 cherokee and ive done a sealed beam switch on it using www.eurolamps.com sealed beam kit. it's about $70 american but there worth it in my opinion.
