metal cable thats connected with gas cable plate

1994 camry le v4
there is a metal cable ( like the one found in bicycles) for gas. The plate to which it connects to the cable on the front, right of the throttle body which spins when you press gas paddle. Under that plate, there is another cable. I wanted to know what is that cable is for.
To make it easy i attached a picture.

I believe it goes to the cruise control actuator.

the reason I asked is because the bottom metal cable was loose before. Now I fixed it and don't notice any difference except that the gas paddle is little bit harder (like new cars) to press.
