Brakes Whine at Hi Way Speed

2001 2.5 Auto Outback Wagon. I installed new rotors and pads on the front. It is now very hard to move forward or backward in my garage. My mileage has dropped and the noise while intermittent is very annoying. It goes away with slight pressure on brake pedal. Thanks!
