'86 DL wagon, carb part identification

I have the 2 bbl Hitachi carb, which has a fast idle problem. Driving normally, depress clutch like for a stop or turn, and engine races, maybe 2000 RPM for longer than I care to listen to it. If I tap the accelerator a couple times it comes down to normal. There was this vacuum actuator on the right (drivers side) rear of the carb. mounted by a spring clip and no mechanical function. 2 hoses, one was broke off with actuator nipple piece and could not be reattached. I removed the actuator, and capped the 2 vacuum ports the hoses were attached to. So my question is, what is that actuator called and is its removal responsible for the fast idle? Thanks!

See if you can find something at www.ultimatesubaru.org. Go to older generation of Subarus
