ODM II scanner will not operate on blazer

I have just rebulit the engine on a '98 Blazer V6, 4.3L. My check engine light has come on so I connected my ODM II tester on it and it will not come on at all. I was wondering if the computer had to be reset or if there is something I could have missed. All 4 color coded wires are hooked up in the right locations. I have tapped on the box under the hood and that has not worked either. I am at a loss. Please help. Thanks

OBD11 plugin should have more than 4 wires.

Check pin 16 for 12 volt battery power.
If no power start checking fuzes for 12 volt power both sides.
Does cigar lighter work?

Thanks a million for the info. Just to let you know, the fuse for the cigarette lighter was blown. It is now working. Thanks!!!
