B18a1 swap into 91 civic DX

I have the swap complete. My problem is vacuum, I think.
When I start the car the engine runs somewhere between 3-4k RPMs. Not sure no Tac!

After the engine gets warm the idle goes up and down between 3-4k to 1k or 1.5k constantly.

I used a diagram for the vacuum that I got from another forum. No change. The code it's throwing is 43(Fuel Supply System). The fuel pump sounds like it is working. I don't get an engine light. I can do mechanical all day, but diagnosing is not my strong point.

Everyone I know is to busy right now to help me and I need to get this thing running and refereed within the next two weeks before my temp. tag expires.

Any help would be greatly appreciated.
