'94 Loyale Buzzing Noise at 45 MPH+

I drive a 1994 Subaru Loyale, 5-speed, 1.8 FI.

I recently repaired my car, but now there is a buzzing sound around 45 MPH (72 KPH) or faster. The sound is coming from the dashboard, I've found a lot of forums involving Subarus' "dash buzz" but it doesn't seem to be the same problem. It comes from below or inside the dashboard, namely, and I'm puzzled. It doesn't sound like vibration, as the revs don't cause or change the sound. In the recent repair, an electric race fan was added, the intake gasket was replaced, and a few bolts were tightened on the exhaust manifold.

So, anyone know what's up? Or better yet, how to fix it?

In an automatic layout there is a speedometer cable that is hooked to the gauge. The transmission seal may go bad and introduce ATF inside the dash board. I do not know if manual Loales have the same layout.

Did you use a relay when you wired the fan? If not its possible you may be pulling to much amperage from the factory wiring, or less likely but possible your fan is spinning due to the wind and creating voltage through the windings and feeding back to the relay in the dash causing it to chatter.
