95 regal tranny pawl

Help, my tranny locks, when I place the gear selector in R or D the tranny shifts but the pawl remains locked, is this a cable problem or something else? If after I start the car in P, I shift from R to N then to D and back a couple of times with the engine reved to 2500rpm the pawl will release and I can drive normally. Sometimes if I shift to N then shut the engine off before shifting to P to remove the key, I can insert the key then shift to N and start the engine the pawl will not be engaged. What gives?
