1994 Caravan -- something continues to run after engine is off

I'm looking at a friend's 1994 Dodge Caravan tonight, but wanted to post here first to see if anyone has experienced what he is describing. I've searched the forum, but couldn't find this problem.

When he shuts the van off, there is something that continues to "run" (or spin) indefinitely. He has to disconnect the battery terminal to get it to stop. That worked for a while, but now whenever he re-connects the battery the spinning starts again, and he is unable to start the van. The component that is running is under the battery in the engine compartment.

Without having looked at the van yet, I'm not sure what the component under the battery is, or what the problem might be. Any ideas??

The only thing I can think that would be below the battery is the ABS pump. Try pulling the relay or the main fuse for the ABS unit and see if it stops.

Thanks for the idea, I'll check that. Also, I think the van doesn't start simply because the battery has been run down. He let the faulty component run for 10 minutes recently to see what would happen.
