Questions about 1996 Corolla harmonic balancer

Hey guys,
My alternator belt recently went on my 1996 Toyota Corolla. It shredded a small ring off of the belt, and the larger piece of the belt somehow jammed between the harmonic balancer and the motor. When I pulled this out, I realized the piece of the harmonic balancer that is ridged for the belt(s) can slide off of the rotating shaft. Is this normal?

I have done timing belt jobs on my other car (91 Talon) but have never really touched the "reliable" car before

have you tried bumping your ignition over? might try that or take harmotic off.
