Dash Lites... no engine turnover

I have a Kia Sportage 2000 4 dr.

When I turn the ignition key, all the bells and whistles light up but no power to the starter.

No current draw that indicates bound up starter motor either. Just dashboard lights and my radio (so I can listen to music while I sit in my car freezing in this early winter weather)....

Any suggestions? Sometimes, I can reach over and presto! The car starts normally. Then, at random times... all I get are pretty lights and great music too!

Neutral start switch bad or contacts to it or out of adjustment? Seen it many times on countless types of systems.
