Skyline from the UK & Europe

I m a US citizen Iand work in Afghanistan but work along with the Britons often here. Nice People!!

There are couple of them has offered to sell me a GTST 95-96ish I have to look a little closer for about 6500-7800 USD.

I have a Prague, Czech Rep Permanent Residency Card so can I get the car on US soil utilizing the Non Resident Status? I have proof that I have not lived in US since 2003. The will probably have UK registration papers as well when I present to customs.

The Non Resident law states that the car only needs to meet with EPA standards. However I must have it off US soil after 1 year or as soon as I leave the country, which ever comes first. Now once I have it in US is it possible to get the skyline up to standard in my shop and have someone to sign off on it? Are the UK codes similar to USA? There are UK cars that year type which meet both codes except for the glass.

I will be in UK to test drive the skylines available to me 29th Nov2008.
