fuel pressure

my trooper still starts and dies, so went out and bought a fuel pressure test kit and hooked it up, when I turn the key on the guage jumps to to 40/42 LBS, as soon as it starts it drops to 30, I feathered a little starting fluid into it, to get it to run a little longer and same thing pressure drops to 30 lbs and as soon as I opened the throttle it dropped a little lower then died. I would guess then the fuel pump is on its way out, or do I have another problem with the injection system? any help would be great, thanks.
