rev limit

my 95 riv only rev up to 3500 rpm but the tach redlines over 5000 rpm is this normal ?

If this is neutral, that is designed into the pcm to stop careless revving of the engine in neutral from damaging the engine.

the car wont go past 3500 in gear as well

i drove the car to san diego this week end from vegas it ran pretty good i'll say for as much work as i have put into it , one thing it did do while going up baker grade the car downshifted into 3rd and wouldnt go back into OD until i stoped and turned the car off and restarted it did the same thing coming back while pulling up Cajon pass anybody have any idea's,also i got about 18mpg with the air on and 23mpg with the air off does that sound right or should it have been better ? the car is really starting to grow on me im expecting a 2.5 pulley tomarrow cant wait to see how it will run after i install it anybody done this yet how do you like it does it have better exceleration
im also gonna gut the airbox and change the plugs i guess thats the thing to do according to the other posts i've read

have a friend with a 97 and that m90 is no sloutch and its stock my car does'nt move anything like it and it has heavy ass 20'' wheels

What happens at 3500 rpms, just dies, flattens out, misfires?

The car just doest pull anymore I tried it once before and after it started running hot and idling irraticley felt like it was being held back

I would at minimum check fuel pressure under these conditions and see what you have, then on to maybe a partially blocked cat.

checked fuel pressure today its low about 36psi if i disconnect vacum line it goes up to 40 psi so i changed the fuel filter it up to 45 with no vacum and 38 with vacum do u think my regulater is bad and what should it be anyway ?

41 to 47 psi.
