2004 Cavalier Fuel Tank Removal

I have removed the fuel lines from the tank and have taken off the bolts that hold the straps in place but the fuel tank isn't dropping. Are there more bolts holding it in place besides the ones for the straps? Or is there a layer of silicone or something holding it to the underbody of the car?

Start wiggling it. It could be stuck on the straps where the rear portion of the straps connect to the car, or on the heat shield from the exhaust. Nothing else holds them into the car.
