99 civic wont start

the car ran fine for a wile then when i went to start it the other day i heard a high pich wine from the starter but the moter did not crank i assumed it was the starter going bad i replaced it but the same noise happend and the car still wont start so i took the new starter off and put the old one back on when i had the starter off i felt the fly wheel and all the teeth are fine and am unsure what to do or what the problum is .......please help?

How many miles do you have on your car?

What is the maintenance history? Spark plugs, wires, distributor cap?

Did you check your battery? It should read about 12.5 volts or so.

Do you hear for the first few seconds humming from the back of the car when you try to start it? If you do it eliminates the fuel pump.

Check ignition coil.

its not the fule pump the car can be push started and then it runs fine it simply cant start itself and with a replaced starter and starter silinoid it did the same thing so i have no clue what it could be

There is a possibility that your "new" starter is bad. Can you give it power while out of the car and see if it rotates?

if you bought your starter from a chain parts store, it does not mean it works. i had 3 alternators installed out the box in one evening, as 2 of them were no good.
the whining noise is coming from altrnator gear not engaging with the flywheel. it just spins, and when it spins, it goes into very high rpms, thus the high pitch noise.
thus, i am assuming that thing known as "bendix", or solenoid that pulls the gear out and into the flywheel, is no good.
if you have absolutely positively good starter, and car runs from push-start, then it's your flywheel. ONE chipped tooth can do that. solenoid does not have seperate power feed, so you can't blame it on a bad contact.
if you know what you doing, try smacking solenoid with hammer HANDLE. no metal. tap it several times rather vigorously. see what happens. old men's trick.
maybe somehow starter bolts went out of kilter and gear is not engaging right.
