Many times what is broken is a wire in the wiring harness as it passes through the area near the door hinge.

Re: 94 camry 2 dr window passenager wont go down

The wiring harness running from the driver's door to the left kick panel by the driver's left foot will develop breaks in the wires due to fatigue from opening & closing the door for 14 years. You might be able to confirm it is there by pinching/rolling the harness between your fingers at the rubber sheath while trying to operate the window.

Repair consists of either splicing in new wires or replacing the entire harness. New ones are hard to find and pricey, used ones will likely have the same fatigue issues unless you can confirm it came out of a pristine, low-mile car.
