98 S10 emergency brake problem

My emergency brake on my 98 s10 2WD will not stay engaged. When you push the pedal it goes down, and you can hear the brake engaging but when you let off the pedal it comes back up to the orignal position. I have already followed someone else's advice about spraying the assembly with WD40, but this didn't help. I was wondering has anyone else had this problem, or have experience with emergency brakes. It has been broke for several months now, and I hate thinking where I'm going to park when I pull up somewhere so that I don't park on a hill. So I will accept any suggestions. Thank you.

Sounds to me like the locking mechanizm on the parking brake pedal is either frozen or broken thus not holding the parking brake pedal in application mode. You may have to remove panel to gain excess to check it out.
