Many 1994 & 1995 GM vehicles used a hybrid ECM/PCM which was not completely OBDII compliant, but had all the functionality of an OBDII system. These years require a scanner which can communicate with the PCM, and not just a jumper wire. Most OBDII scanners cannot access them. Find someone with a Tech II or SnapOn MT-2500 and you should be able to find the codes.
As for the initial problem, I'd suspect a vacuum leak. Common places on the 3.1 V-6 are the PCV line and the rubber bushing for the vacuum T fitting on top of the throttle body base.
