01 Grand Prix Cooling fans dont turn on at 220 degrees

My friend has an 01 GP with a 3.1 and the temp gets to 210-220 and the cooling fan wont turn on also i thought when you turn on the AC one of the cooling fans comes on? Any of you run into this problem?also where is the cooling fan sensor located that runs the fan? relay? Thanks!

The fans get their signal from the PCM via the coolant temp sensor located near the thermostat houising. The fan relays are in the underhood fuse/relay center. Their locations are marked on the sticker on the underside of the fuse/relay center cover. The fans should come on at low speed regardless of coolant temp when the A/C is set to MAX.
