Unhappy HELP!!! Carburetor & Vaccum Line

New to this site...Please HELP concerning the TIMING settings (what are the adjustments) and vaccum setting for a 1984 Chevrolet C-10 Scottsdale 2-wheel 4 Barrel P/U. Thanks for all your help!

Unplug dist advance vacume line and set timing at 4 degrees before TDC.
