91 Accord Trany problems

My 91 accord with an automatic trany will not shift out of 1st when I have it in D4 but I can shift manualy from 1st to 2nd but as soon as I shift into D3 or D4 it is just like I have put it into neutral any suggestions

Ok on 2/18 I put in a new TCU and it didn't fix it. I then checked the four solenoids and they click on and off. Could a faulty VSS cause the trany not to shift up through the gears?
