New & need help re: Illinois law

Hello to anyone who reads! I may be in a jam and need to know if anyone can assist. I purchased a kitcar from a company in Illinois. When the car was ready to be delivered, they said there were some additional charges. I agreed to all but questioned them on one $500.00 charge. Eventhough, I finally agreed to the $500.00 additional charge, they refused to sell me the car and said they would send my $4,500.00 deposit back. I told them that if that is what they want to do I would agree. Guess what....no refund, yet! Can anyone advise me as to what can be done? I'm in California and they are in Illinois.

Check them out at the Better Business Bureau, and contact your attorny general.

What is the name of the company, I live in illinois and could check into it.
