Depends on the turbo I would think...Might be able to get away with it if the swapped engine is of a later year than the original and the turbo kit is a Greddy.

In California don't performance parts supposed to have a CARB EO number to actually be totally legal? If that IS the case, I believe that the Greddy kit is the only one legal, as it's the only one with a CARB #.

In order to swap, the motor has to be same year or newer then the car - and turbo kit like Self said has to be legal.

I don't know CA. regulations, but do you actually think there going to pop his hood and be able to decifer all that????? I don't know about you but cops around me don't even know what a b-series motor is....... I doubt they would even be able to tell if you got the car inspected, half of the mechanics I meet know jack about honda's. What do they have "special honda police"?
PS- TV don't you know a mechanic that you could get it inspected through?

Smog legality is as simple as knowing someone at a smog place, or going to a little dinky smog place. The visual inspection is a joke in So Cal as most people who live here will agree. I had a sohc vtec motor in my CRX with a custom turbo kit and didn't have any problem with inspection or anything(just had to turn down the boost so that my timing specs were close to stock). I know a lot of people who have done dohc swaps with no problems at all. I also have a j-spec motor in my 84 Supra and have no problems.
