Simple. Many police forces have a couple of "high speed" vehicles, but these are not nessicary for everyday traffic work. Besides the fact that these type of high speed pursuits end up turning out for the worst. High speed pursuits are becoming frowned on more and more, and they just have road blocks set up, and use choppers to pursue a speeding criminal.
Caprice / Impala / Crown Vic 's all provide a decent amount of space to put the "badguy" once you get him in custody. Also, its a big car. This in itself makes it intimidating. An
Lt-1 powered Caprice / Impala is no joke either. It's not going to keep up with all the sports cars out there, but it will hold its own, considering its size. These cars can also take alot of punishment, and fair well in crashes. Meaning more safety for the officers.
There are more reasons, but I think you get the point
