Check engine light -- what if it DOESNT come on?

Hey all --

Normally, when you turn the key to "run" but not "start", the check engine light comes on and stays on until the car is started. What could cause a check engine light NOT to come on at all? The car runs pretty good (but certainly not perfect) and it needs so much work that I can't believe there isn't any codes.

BTW the car is a '94 Beretta, Quad 4, OBDI. 231,000 miles. Thanks!
